You are the Principal of a Summer Camp for boys. A clause in the agreement that parents sign for the boys to spend time there does give you the right to paddle for misdemeanours. It is also stipulated that you have the right to paddle 'bare'.
You told your boys this morning that the nearby river in which they usually swim is off limits due to it having extra water in it and a strong current, plus there is a warning of a flood surge from upstream later in the day. You thus told them that today they were not to go in, on or near it.
Around midday you walk down to the river to check the level and you see:
Four of your fourteen year old 'guests'. From the left Tab, Ethan, Ricky and David, sitting on a branch that juts out over the river.
When challenged they claim they are not either 'in' or 'on' the river but have no answer to the 'near' other than for Ethan to suggest that you didn't actually say that.
Are they going to get a paddle today after all? Will they be keeping their shorts on? And how many licks - the maximum allowed is six.
