Your two boys John (13) and Steve (12) are typically hard workers and help you a great deal around the house. Today's chore was to take the flowers you had purchased and plant them in the yard around the pool.  You tell them afterward that they may swim in the pool.

The boys are excited, change into their swimsuits, and go to do the planting. You don't expect them to take a long time to do it as you only bought ten plants. After you finish your chores you go down to see how they like the pool. You find them sitting on a chair together looking at John's phone. Only three of the pants are actually planted the rest are just sitting there.

"We're taking a break," Steve tells you, "Even real gardeners get to take breaks?"

Are they in trouble? Will they lose their pool time or end up with a red behind?

The way I see it, they're already losing pool time. I'll remind them that they can't swim until this is done, and that it has to be done today. Other than that, I don't see a huge problem with it (and honestly, if I wanted plants, and I want them planted, maybe I should be out there doing the planting).

Afterwards they may swim in the pool. Clearly they have not reached "afterwards" yet. If they were swimming they would be in trouble. I didn't so far as I can tell set a time limit on the task.  I might remind them there will be less pool time if they don't crack on

Three very small plants planted between two boys and they need a break!!!

I think their 'get up and go' got up and went!

Evidently use of the pool is not sufficient incentive to get the job done, so I need to think of something else. Does it have a shallow end where we can go paddling? Evil or Very Mad

I agree with the consensus opinion. Even if they had been swimming I think a spanking would be excessive. It would be one strike in the chores chart.
